The District of Columbia’s Office of the Chief Technology Officer (OCTO) is seeking a Senior Program Manager (Grants) to design and execute a logistical framework for grant funded programs including performance metrics, data, and compliance assessments. The ideal candidate will possess 16+ years in a progressive consulting leadership role, 16+ years of providing full lifecycle services in an enterprise environment, and 16+ years of experience managing, coordinating, and establishing priorities for the entire project lifecycle.
Required Skills/Years of Experience
- Master’s degree in Business Administration
- 16+ years of experience in a progressive consulting leadership role
- 16+ years of experience providing full lifecycle services in an enterprise environment
- 16+ years of experience managing, coordinating, and establishing priorities for entire project lifecycle
- 10+ years of experience with public sector communications
- 8+ years of experience with public speaking to a cross section between public and private sectors
- 6+ years of experience creating and analyzing IT performance metrics and assessing data
- 6+ years of experience writing reports in the public sector
- 5+ years of experience evaluating personnel and projects (minimum 6 employees)
- 5+ years of experience managing grant performance
- 5+ years of experience working directly with DC Government
- 5+ years of experience developing, planning, and rolling out strategic IT initiatives in the DC and Federal Government

The District of Columbia’s Office of the Chief Technology Officer (OCTO) is seeking a Senior Program Manager (Grants) to design and execute a logistical framework for grant funded programs including performance metrics, data, and compliance assessments. The ideal candidate will possess 16+ years in a progressive consulting leadership role, 16+ years of providing full lifecycle services in an enterprise environment, and 16+ years of experience managing, coordinating, and establishing priorities for the entire project lifecycle.
The Senior Program Manager (Grants) will be tasked to:
- Plan and oversee the objectives and performance measurements for public and non-public sector partners
- Engage with partners to promote ownership and behavioral change in support of the plan and improved performance across the sector
- Provide constructive recommendations to the existing program to achieve the best outcomes for residents and other stakeholders
- Work with the Chief Technology Officer (CTO) and executive team to establish a program management governance structure
- Pursue evolution of the program to define challenges and explore ways to address them
- Identify deliverables and communicating them to leadership and relevant stakeholders
- Prepare briefings and high-level reporting to DC Government agencies, executive leadership, and City Council
- Coordinate the schedule within OCTO’s executive team to shepherd deliverables through the approval process
- Collect program status information, work plans, and deliverables from program staff
- Provide a status report that includes notification of major issues facing the project and outstanding decisions under consideration by the project team
- Lead and provide subject matter expertise to the program team
- Consolidate and analyze the data collected, comparing results to set baseline and communicate status to the management for review
- Implement corrective action through the process of change management
- Organize, direct, and manage contract operation support functions
- Manage teams of contract support personnel at multiple locations
- Maintain and manage the client interface at the senior levels of the organization
- Meet with customer and contractor personnel to formulate and review task plans and deliverable items
- Ensures conformance with program task schedules and cost
