Short Description
The District of Columbia’s Department of Energy and Environment (DOEE) is seeking a Senior IT Business Analyst to evaluate potential technologies to be used for Air Quality Division (AQD)’s compliance and permitting system, potential virtual exchange software, and requirements for CROMERR compliance. The ideal candidate will possess 11+ years of experience defining systems scope and objectives based on user needs and an understanding of business systems and industry requirements, 11+ years of experience providing consultation and developing or modifying procedures on complex problems, and 11+ years of experience working with databases and ETL processes.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 11+ years of experience defining systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements
- 11+ years of experience providing consultation and developing or modifying procedures on complex problems
- 11+ years of experience working with databases and ETL processes
- 11+ years of experience with MS Office/PowerPoint
- 5+ years of experience developing a user guide so that staff can utilize protocols and code can be debugged if there are any future issues
- 2+ years of experience completing and maintaining production data flows between databases
Desired Skills/Years of Experience:
- Project Management Professional (PMP)
- 8+ years of experience developing or installing, testing, and implementing software

The District of Columbia’s Department of Energy and Environment (DOEE) is seeking a Senior IT Business Analyst to evaluate potential technologies to be used for Air Quality Division (AQD)’s compliance and permitting system, potential virtual exchange software, and requirements for CROMERR compliance. The ideal candidate will possess 11+ years of experience defining systems scope and objectives based on user needs and an understanding of business systems and industry requirements, 11+ years of experience providing consultation and developing or modifying procedures on complex problems, and 11+ years of experience working with databases and ETL processes.
The Senior IT Business Analyst will be tasked to:
- Evaluate Environmental Protection Agency (EPA) Exchange Network Node options for compatibility with District technologies, with a focus on use of Virtual Exchange Service (VES)
- Develop a summary report with recommendations for the selected VES for manager approval and implement the solution
- Develop or install, test, and implement software necessary to establish a data flow from AQD’s internal database to ICIS-Air
- Map data from AQD’s Quickbase database to ICIS-Air staging tables and implement the necessary routines to extract, transform, and load the data from Quickbase
- Create data flow diagrams and staging tables that will be reviewed by the DOEE compliance staff and project manager
- Establish database staging tables and other necessary software components in accordance with Exchange Network standards and the XML schema of the latest version of the ICIS-Air data flow
- Review existing registered software and tools to maximize the use of any reusable data flow plug-ins, staging tables, or other relevant resources
- Configure web services to support ICIS-Air data flow
- Complete testing to ensure that data can successfully and accurately flow from AQD’s database through EPA’s Central Data Exchange Node and on to the ICIS-Air database
- Complete and maintain a production data flow between AQD’s database and ICIS-Air
- Develop a user guide for DOEE to ensure that staff can utilize the protocols and that code can be debugged if there are any future issues
- Review all available documentation for CROMERR-compliant application systems and create a summary report for the project manager
- Implement CROMERR-compliant identity management, user management, and e-signatures in DOEE’s Quickbase system
- Use a version control tool such as Git to ensure code quality and transparency
- Annotate all code and submit documentation into common IT repository which will be reviewed and retained by DOEE IT supervisor
